Transparency is key. Financial disclosure reports show Gooden has held no cryptocurrency or ATM company investments since 2019. However, the GSA’s current policy allows for ATMs from federal credit unions, leaving the question of authority to expand this to private crypto ATM companies like Bitcoin Depot or CoinFlip unanswered.
