In a significant move towards crypto regulation, Russia’s Ministry of Finance and Central Bank are reportedly collaborating to launch a cryptocurrency exchange exclusively for high-net-worth investors. This development comes under a pilot legal framework designed to bring crypto trading into a regulated environment.

Finance Minister Anton Siluanov announced the initiative, specifying that the exchange will cater to \”super-qualified investors.\” These investors will meet stringent wealth and income requirements, as previously proposed by the central bank. This will allow for a more controlled environment of crypto activity, while adhering to the existing ban on cryptocurrency payments.

The criteria for these \”super-qualified investors\” are still under discussion, but initial proposals suggest significant wealth thresholds (over 100 million rubles) and income criteria (at least 50 million rubles annually). This restrictive approach indicates a cautious yet forward-leaning strategy, balancing innovation with regulatory oversight.

This initiative follows earlier proposals to permit limited cryptocurrency investment for eligible investors under a three-year experimental regime. The move suggests a broader strategy toward cryptocurrency integration, while maintaining the current ban on using cryptocurrencies for everyday transactions. The planned exchange is seen as a step toward legitimizing crypto activity within a defined, regulated space.

Deputy Director of the Finance Ministry’s financial policy department, Osman Kabaloev, noted the investor criteria remain subject to ongoing discussions and potential adjustments. This exchange will therefore be closely watched, both domestically and internationally.

The Russian government’s pursuit of developing a regulatory framework for cryptocurrencies is multifaceted, and the launch of this specialized exchange highlights a complex balancing act between embracing potential benefits and mitigating associated risks.
