The US Securities and Exchange Commission’s (SEC) crypto task force recently engaged in discussions with El Salvador’s National Commission on Digital Assets (CNAD) regarding regulatory frameworks and a potential cross-border regulatory sandbox. This meeting, detailed in an April 22 memo, involved representatives from both commissions, Perkin Law Firm, and former Goldman Sachs partner Heather Shemilt.

The memo reveals a collaborative spirit towards developing a pilot sandbox program, limiting each scenario to $10,000. This program envisions enabling US-licensed brokers to obtain El Salvadoran digital asset licenses and issue \”non-securities\” tokens in partnership with local entities. This initiative unfolds against a backdrop of heightened tensions between the US and El Salvador concerning immigration and deportations.

President Bukele’s role in El Salvador’s cryptocurrency adoption, including the 2021 Bitcoin legal tender announcement, remains a prominent aspect of this evolving relationship. His recent meeting with former US President Trump further complicates the situation, given their discussions regarding a controversial deportation agreement.

The SEC’s move to collaborate with El Salvador on crypto regulation raises questions about the long-term implications of this partnership, especially given the ongoing immigration and deportation disputes. We contacted SEC Commissioner Hester Peirce for comment but haven’t received a response yet.

The meeting report followed the swearing-in of Paul Atkins as the SEC’s new chair. During his ceremony, Atkins emphasized his commitment to establishing a robust regulatory framework for digital assets. This development further underscores the importance of international cooperation in the ever-evolving cryptocurrency landscape.
